Our Team

Englin Consulting, LLC is a boutique strategic planning, advocacy, and communications firm founded in 2006 to help nonprofit organizations be more successful advocates for better policy outcomes.  No one works at Englin Consulting without a background in policy, politics, or advocacy – most of us have experience in all three.

Shayna Englin – Principal

Shayna launched Englin Consulting, LLC with over a decade of experience identifying and mobilizing supporters for non-profits, causes, and political candidates.

From her roots in Colorado as an organizer for Colorado NARAL, to her role as Fundraising Practice Manager at Mindshare Interactive Campaigns (now Verilion), to her leadership as Program and Political Director at the Women’s Campaign Forum, Shayna has been on the cutting edge in producing innovative and effective plans, programs, and materials that yield results: dollars raised, votes won, and policy changed.

Shayna earned a Master in Public Policy degree from Harvard’s John F. Kennedy School of Government, and teaches graduate classes in strategy and communications at Georgetown University and at the George Washington University Graduate School of Political Management.

Shayna lives in Alexandria, Virginia, with her husband, David, a member of the Virginia House of Delegates, and their son, Caleb.

David Englin – Principal

David Englin brings our clients more than a decade of top-level experience in media relations, public policy, and progressive political organizing. Prior to joining Englin Consulting, David served as Vice President at a Washington-area media relations firm, where he developed and managed strategic communications plans and high-impact integrated media campaigns for national and international corporate clients.

His first job in communications was as a young public affairs officer in the U.S. Air Force working on the personal staff of Dr. Sheila Widnall, appointed by President Clinton as the first female Secretary of the Air Force. At the Pentagon, David created and eventually became the senior manager of high-visibility, web-enabled national outreach programs to build community grassroots support for men and women called up to wartime service through the Air National Guard and Air Force Reserve. While deployed overseas himself, David directed public relations and media outreach for a wing of more than 500 airmen engaged in NATO peacekeeping operations throughout the Balkans. A media training professional, he has prepared some of our nation’s most senior government leaders to communicate effectively through print and broadcast news media.

David left the Air Force in 2004 and the next year won a seat representing the 45th District in the Virginia House of Delegates, where he is currently serving his third term. The Hotline has recognized David as an up-and-coming star of Virginia politics, the Virginia League of Conservation Voters has named David a “Legislative Hero” four times, NARAL Pro-Choice Virginia has recognized him for leadership in defense of reproductive freedom, and the Arlington Gay and Lesbian Alliance honored him with its 2009 Equality Award.

David earned a Bachelor of Science in History from the U.S. Air Force Academy. He also holds a Master in Public Policy degree from Harvard’s John F. Kennedy School of Government, with dual concentrations in Media Relations and Press, Politics, and Public Policy.

David brings to bear his extensive media relations and new media communications expertise for Englin Consulting’s nonprofit and public affairs clients.

Danny Barefoot – Account Coordinator

Danny Barefoot joined Englin Consulting in 2009 fresh off of managing a successful campaign for a first-time state legislative candidate, and brings his considerable experience and project management skills to the team.

Danny ’s experience includes leading a team that overhauled part of the freshman curriculum at Virginia Commonwealth University, creating a new program to help freshman students transition to college. In 2008, Danny worked on Hillary Clinton’s Presidential bid managing outreach to students, as well as traveling to help set up field programs across the country. He later worked on Barack Obama’s campaign doing constituency outreach.

Danny took a leave of absence to manage Krystal Ball’s 2010 race for Congress. As the leader of a campaign that raised and spent $1.2 million, Danny gained experience managing a team of consultants, a staff of political professionals, and decision-making in a complex and difficult political environment. He’s excited to bring that experience to bear on behalf of Englin Consulting clients.

Danny is originally from Hampton Roads, Virginia, and now lives with his partner Sean in Alexandria.
